Found this website and it is very true.  In the UK all stores sell uniform and have it on display for the start of the new school year.

Another Way to Help Limit the Cost Wednesday, Nov 18 2009 

Another way that both St. Matthew’s and Hayden High School limit the cost is a uniform sell. This is where parents of students who have outgrown their uniforms can sell them or if their child has graduated. The uniforms that are being sold are at decent cost, and the money goes back to the person who sold it.

Another thing that Hayden has is a uniform closet, this is uniform that people have donated and if a child needs a jacket or anything else they can take it from the closet to give to them.

Cost of school uniform Wednesday, Nov 18 2009 

One of the main concerns for school uniform is the cost, and increasing the financial burden for low-income families. One way to compensate low-income families, could be the PTO/PTA subsidize the uniform for families that qualify for reduce or free meals, and school fees.  This will help the parents out tremulously with being able to afford to send their child to public or private school.

Once uniforms has been introduced, the PTO/PTA could buy back second-hand uniforms from parents and resell at a small profit, to build up the subsidies.  This would keep the cost for low for parents whether low-income or not.  The school could do a mini uniform sale at the beginning and end of every school year to give parents the choice to sell uniforms that their child outgrew and buy used uniforms that will fit the child for next year.
